As the Australian Maritime Safety Authority (AMSA) informs, the new Marine Order 71 (Masters and deck officers) (MO71) will commence on 1 July 2024.
Marine order 71 sets out the requirements for eligibility, training and experience requirements to become a master or deck officer. As AMSA informs, Between 29 March and 24 May 2023, they consulted on proposed changes to Marine Order 71. MO71 is issued under the Navigation Act 2012 and establishes:
- The standards of competence and other requirements for qualifying as a master or deck officer.
- The implementation of the International Convention on Standards of Training Certification and Watchkeeping (STCW).
Changes to the new version of MO71:
- Removed ability to issue Master less than 24 metres foreign going certificate.
- Updated and clarified transitional arrangements relating to the expired Marine Order 3—Seafarer Certification.
- Updated to reflect the naming of new certificates of competency in Marine Order 505 (Certificates of competency—national law).
- The new marine order is easier to read.
AMSA advices to remember to download a new AMSA form 419 every time you apply for a certificate or an assessment.
