From 1 September 2013
Port Hedland Port Authority has announced the introduction of the Port Improvement Rate (PIR) from 1 September 2013 on vessels entering and exiting the harbour including without limitation, import, export, supply, service* , and recreational vessels.
The rates will be levied per vessel movement, once for an inbound movement, and once for an outbound movement. Vessel movements madewithin the harbour willnot attract a PIR.
The PIR willnot be levied for a second time on vessels that in a single voyage, leave the harbour for anchorage, and then re-enter the harbour if:
- The circumstance is one of a force majeure, for example, a cyclone
- The vessel remains within Port limits (20 nautical miles from Hunt Point).
The owners of the following vessels arenot port users for the purposes of this PIR and therefore, the listed vessels will be exempt from the PIR:
- Harbour work boats and work barges including tugs, line boats, and pilot boats
- Vessels owned or operated by the State or its agents
- Vessels owned or operated by the Commonwealth or its agents
- Police or emergency services vessels
- Fishing vessels other than those used for commercial purposes
- Recreational or pleasure vessels including sailing craft and personal watercraft, other than those used for commercial purposes.

The rates below are exclusive of GST. The rate will be levied on each inbound, and each outbound vessel movement. The yearly forward estimated rates in the table above will be reviewed annually.
[*] The reference to service vessel excludes internal harbour work boats and barges, including tugs, line boats, and pilot boats (these vessels are exempt from the PIR). A vessel that provides commercial services to off-shore facilities is an example of a service vessel, for the purpose of the PIR.
[**] The capital program on which this PIR is based has been escalated in-line with the Construction Cost Index Forecast (CCIF), April 2012, developed by the Australian Institute of Quantity Surveyors (WA).
The purpose of the Port Improvement Rate (PIR) is to fund capital improvements that are necessary tosustain the long-term operation and development of the Port of Port Hedland (Port). Theseimprovements will ensure that the Port Hedland Port Authority (PHPA) can continue to effectivelymanage risk, thereby safely and efficiently catering for the growing demand for its services andfacilities.
