Enclosed Space Entry requirements
International Maritime Organization (IMO) adopted amendments to SOLAS Regulation III/19 which added a new requirement for mandatory enclosed space entry and rescue drills. From 1 January 2015 all persons involved in enclosed space entries, and / or assigned enclosed space rescue duties, are required to take part in enclosed space entry and rescue drills at intervals not exceeding two months.[/restab]

New CIC on enclosed spaces to be launched this year
Paris MOU held its 48th Committee meeting in the Netherlands in which confirming the subject of its new Concentrated Inspection Campaigns (CICs) for 2015 and 2016. After the entry into force of the Maritime Labour Convention, 2006 (MLC2006) in 2013 the Committee decided on carrying out a CIC in 2016 to verify compliance with the Convention.[/restab]

Top deficiencies in the Paris MOU during 2014
Paris MOU has issued its Annual Report on Port State Control for 2014. According to the report, for the first time since the introduction of the New Inspection Regime the number of individual ships inspected has increased (9%). The number of inspections has only increased slightly (4%). With a further decrease in the number of detentions (8%), this also resulted in a lower detention percentage.[/restab]

MPA Singapore has issued Circular to bring the attention of operators to the IMO Circular MSC.1/Circ.1503 – ”The ECDIS: Guidance for Good Practice” which approved during the ninety-fifth session of Maritime Safe Committee.[/restab]

DNV GL released Port State Control statistics for 2014 which show that the most frequent type of deficiencies recorded by PSC on DNV GL vessels last year was ISM related deficiencies.

Skuld advises on the increase of MLC related PSC inspections and detentions
The Skuld advises shipowners to be aware that whenever they will call at a port of a country that has ratified the MLC, the Convention will apply. That means local PSC may come on board and carry out an inspection, and should deficiencies be noted, action is very likely to follow.[/restab]
