In its Port State Control Annual Report for 2017, USCG reports how good was the Flag Administration Security Compliance Performance. The targeting Control Action Ratio (CAR) was fixed at 1.50%.
The USCG targets Flag Administrations for additional ISPS examinations if their Control Action Ratio (CAR) is higher than the overall average for all flags and if an Administration is associated with more than one major control action in the past three years. Major CARs are based upon three years of enforcement data, from January 2015 to December 2017.

At the conclusion of calendar year 2005, the targeting CAR for all Administrations was fixed at 1.50%. Flags over the targeting CAR receive 2 points on the ISPS/MTSA targeting matrix. Flag Administrations with a CAR at or above twice the targeted level receive 7 points on the ISPS/MTSA targeting matrix. However, no Flag Administration received 7 points.
Countries with the highest Control Action Ratio
The countries that during 2017 had the highest Control Action Ratio are the following:
- Tanzania – 1.72%;
- Turkey – 1.37;
- Philippines – 0.82%;
- Saint Vincent and The Grenadines – 0.71%;
- Bermuda – 0.40%;
Security Exams
The most security exams in 2017 were conducted in Panama, with a total of 1,529 exams, a ratio of 0.19%. Panama had also the most exams with deficiencies, with 30 in total. Moreover, Panama had the most Major Control Actions with 4.
Panama was followed by the Marshall Islands with 1,321 exams and 9 exams with deficiencies, while Liberia had 1,059 exams and 12 deficiencies.
