The UK Maritime Coast Guard Agency rescued two people off Cornwall on November 18, after their sailing vessel took on water and started to sink.

In an official hearing on Commercial and Passenger Vessel Safety on Thursday, the head of NTSB's Marine Safety Office critiqued the US Coast Guard's willingness to bolster safety rules for passenger vessels, on the aftermath of three fatal incidents involving small vessels in US waters.

A study issued in the journal "Geophysical Research Letters" informs that what has been the oldest and thickest Arctic sea ice has begun disappearing, twice as fast in the rest of the Arctic Ocean, because atmospheric winds in north of Greenland transfer sea ice to other parts of the Arctic. 

The Australian Transport Safety Bureau (ATSB) issued an investigation report on the grounding of the bulk carrier 'Orient Centaur', which lost power while transiting a channel from the Port of Weipa, in November 2017. This incident highlighted gaps in the port’s risk plans, ATSB noted.

The European Border and Coast Guard Agency will have a standing corps of 10,000 border guards.

Vulcan's R/V petrel deep-sea team, dives into the ocean and researches the WWII Fletcher class destroyer at a record depth of 20,400 feet., meaning the deepest discovery of a shipwreck. To be more specific, the vessel lies at a depth of of 6,220 (3.9 miles) meters on the edge of the Emden Deep in the Philippine Sea.

The Ocean Cleanup, which goals to clean 90% of the ocean plastic pollution, developed a new technology system and launched an innovative automated device called "The Interceptor". This device will catch the plastic before it flows deep into the ocean and stop the new plastic that enter from the rivers. 

On the occasion of Global Maritime Forum 2019 underway in Singapore, maritime leaders reiterated their common ambition to make the maritime industry safer, agreeing the industry Golden Safety Rules and ideas on how they could be implemented and used, as part of the ‘Together in Safety’ initiative.

On Sunday 27 October, the U.S. Coast Guard rescued a 44-year old man from the TUI cruises ship called "Mein Schiff" at a position about 20 nautical miles east of Atlantic City, in order to receive medical care. For the time being, the crewmember's health condition remains unknown. 

The Russian Admiralty Shipyard in St. Petersburg launched the icebreaker rescue tag "Ivan Papanin" able to defend the Russian interests in the Arctic, equipped with cruise missiles and a deck gun. The newly-launched vessel is the first in a series of two vessels that were ordered by the Russian Ministry of Defence. The second icebreaker is scheduled for delivery in 2024.
