The USCG announced that its Office of Commercial Vessel Compliance has updated the Mission Management System CV-WI-010(2), Work Instruction for OCMI guidance on special consideration for inspected towing vessels.
Specifically, the work instruction provides guidance on OCMIs, concerning the application and implementation of a determination for towing vessels inspected under 46 CFR Subchapter M. If this Work Instruction does not provide instructions or interpretations for a given provision of Subchapter M, that provision should be applied as written.

In addition the updates include
- OCMI Instruction for special consideration approval and disagreement resolution;
- Addition of Navigation Lights and Day Shapes.
OCMIs have the authority to approve special consideration requests per references and should exercise this authority to effectively manage the risk to towing vessels within their inspection zone.
District Prevention Staff (dp), Officers in Charge, Marine Inspection (OCMIs) and the Towing Vessel National Center of Expertise (NCOE) should reference this guidance when a departure from the prescribed regulations is requested by a towing vessel owner, managing operator, or third party organization (TPO).
