Logistical challenges result in STS transfers of US propane exports

U.S. propane exports have increased significantly over the past three years, but only after market participants overcame several transportation challenges to reach export customers. The first challenge was to build sufficient export capacity, which has mostly already taken place. The second challenge is how to economically transport large quantities of propane over long distances.

West of England Club: How to avoid contact damage during STS operations

STS Planning and Preparation - Fendering - Mooring - Unmooring The West of England P&I Club has issued Loss Prevention Safety Alert on STS Transfer Operations Incidents Resulting in Contact Damage to highlight the principal causes of recent incidents, and to focus on thesafeguards that should be considered to reduce the likelihood of contact damage during STS mooring and unmooring operations.The Club has experienced an increasing number of claims involving contact damage during ship to ship (STS) transfers, mainly during manoeuvring operations. Some of the incidents were serious. Following a claims review it appears that the majority of these cases took place in conditions that may have been unsuitable for the activity undertaken.Contributory factors generally included one or more of the following:Adverse weather conditions such as high winds, heavy seas, strong currents and/or tidal streams. In one case a daughter vessel, which was moored alongside an anchored mother vessel, made contact when trying to unmoor in a Force 8 wind. A significant number of other incidents occurred in winds of Force 6 or more.Lying beam on to a long swell while lightering a vessel which was partially aground. Shipowners P&I Club advice on STS oil transfer operations

STS operation needs to be carefully planned right from its initial stage The Shipowners P&I Club has recently experienced a number of claims arising from poor cargo practices being adopted on board tankers during Ship To Ship (STS) operations.On the back of these incidents, the Club would like to bring operators' attention to Chapter 8 of MARPOL Annex I. Whilst the regulations stated apply to oil tankers of 150GT and above, engaged in the transfer of oil cargo between oil tankers at sea (STS operations), the Club also encourages operators operating vessels outside thesecriteria but who engage in STS operations to incorporate these operating procedures to assist with ensuring safe operations.An STS operation needs to be carefully planned right from its initial stages with the following being of paramount importance:Procedures for selecting a safe STS transfer area taking into consideration traffic density, availability of good holding ground, weather conditions and local port regulations.Notification to the relevant local authorities in line with their reporting requirements.Any oil tanker involved in STS operations shall carry on board an STS operation plan, approved by the Administration and in the working language of the ship, prescribing how to conduct STS operations.
