MV Lita, the Liberian-flagged bulk carrier, was detained for nine days due to the fact that Belgian Authorities that inspected the vessel discovered dozens of safety breaches and deficiencies against the crews' working conditions.

ClassNK issued its annual PSC report revealing a total of 384 PSC detentions through 2018, representing about 4.5% of the total number of ships in the NK fleet. The number of PSC detentions for 2017 was 426. Further, detention ratio of the NK fleet in 2018 is about 4.6%.

Paris MoU issued its annual PSC report, noting that the detention percentage of 3.15% in 2018 has significantly decreased compared to the 3.87% in 2017. The number of ships that received a banning order has also decreased from 32 in 2017 to 24 this year. ISM was again at the top of the five most frequently recorded deficiencies in 2018.

The Maritime and Coastguard Agency (MCA) announced that during April, there were two new detentions of foreign flagged vessels in a UK port, whereas four foreign flagged ships remained under detention in UK ports during April 2019 after failing port state control (PSC) inspection.

The Paris MoU published results of its Concentrated Inspection Campaign (CIC) on MARPOL Annex VI between 1 September and 30 November 2018. The overall detention rate was 0.2% for CIC-topic deficiency rate (average number of deficiencies reported per inspection), which is a satisfactory result, Paris MoU said.

The Isle of Man Ship Registry issued its annual report, presenting data provided by the Registry's Port State Control (PSC) activity throughout 2018. The report noted a total of nine detentions of Isle of Man vessels during 2018. Less than a third of vessel inspections resulted in reported deficiencies.

The Black Sea MoU issued its annual PSC report, noting a a detention percentage of 5.33% in 2018. A total of 278 detentions were warranted to ships found with serious deficiencies, representing an 1.77% decrease as compared with 283 detentions in 2017.

In April 2018, the Department of Homeland Security of USCG released its annual report concerning the PSC performance of U.S. flagged vessels. The report includes deficiency and detention rates for each type of inspected vessel, as well as performance metrics for Recognized Organizations that perform work on the Coast Guard’s behalf.

Vina Del Mar published its annual PSC report for 2018. Namely, a total of 5,365 deficiencies were found, of which 3,551 were rectified. This marks a level of compliance of 66.19%. In addition, the main problems considered auxiliary engines with 5.21% and freeboard marks with 4.09%. Argentina found the most deficiencies in its Port State Controls.

Normally, a vessel entering a port is possible to be subject to a PSC inspection. The vessel is assessed through the PSC regime assessment procedure in order to be categorized as high/standard/low risk vessel or Priority I,II, Non Priority for USCG. One of the elements that is taken into consideration is the type of vessel. So why the type of vessel plays key role to determine the performance category of a vessel?
