The Indian MOU has issued its Annual Report on the Port State Control in the Indian Ocean region (IOMOU) for 2015.
The port State control officers needs to be abreast with the technological advances being made, as such one of the critical aspects of an efficient port State control regime is a regular training program for the port State control officers and the Expert Mission training modules conducted during the year by the IOMOU provided all the required information in order to prepare and respondproperly to port State control inspections. Utmost importance needs to be given for the training ofport State control officers by the Maritime Administrations to ensure that they are trained and educated in all relevant procedures in order to continuously enhance their professional knowledge,to improve their ability to evaluate both the standards of safety of ships and the operational proficiency of ships.
Inspections
A total of 6253 inspections were carried out in 2015. Out of these 6253 inspections, 3374 inspections had deficiencies and the total numbers of deficiencies were 14907.There is increase in total number of inspections in 2015, compared with those in 2014
Deficiencies
The average number of deficiencies per inspection in 2015 has slightly decreased compared to the previous year.
Detection
Serious deficiencies noted by PSCOs led to the detention of 350 ships. The detentions allow for the rectification of the serious deficiencies prior to the ships departure; the overall detention percentage for the year is 5.60%.The detention percentage decreased from 6.26% recorded in 2014.
It should be noted that Australia, is a member of both the Tokyo MoU and the Indian Ocean MOU.South Africa is a member of the Abuja MoU and Indian Ocean MOU, Oman is the member of Riyadh MoU and the Indian Ocean MOU. Each record their PSC data with both MoUs and so when considering a world picture of statistics, this duplication of data should be taken into account . A joint CIC on Crew Familiarisation for Enclosed Space Entry was held jointly with the Paris and the Tokyo MoUs in 2015.
