Top 40 Most Challenging Ports – April 2025 Edition
The updated edition presents a detailed assessment of the most challenging ports across four major fleet segments—Bulkers, Tankers, Containers, and General Cargo—using a robust PSC benchmarking methodology.
Ports are ranked based on:
- Deficiency Per Inspection (DPI)
- Detention Rate (DER)
- Unique and Common Detainable Deficiency Areas
Covering over 2,200 PSC stations across the Paris and Tokyo MOUs, the analysis reveals substantial variation in PSC performance even within the same MoU. Ports with at least 30 PSC inspections per segment in the last 36 months were included, ensuring reliability.
This updated editions provides industry players with the port-specific intelligence required to plan, prepare, and perform better.

Top PSC Performers – 3rd Edition
Now in its third edition, this list recognizes excellence across 16 oceangoing fleet segments, benchmarking ship performance in a fair, segment-specific manner. The report includes:
- PSC station performance
- Fleet segment benchmarking
- Ship manager and inspection metrics
Utilizing geotagged PSC inspection data and advanced KPIs, this edition supports transparency and encourages best-in-class operational practices.

PSC Resilient 50 – April 2025 Edition
Debuting its latest update, the PSC Resilient 50 ranks the Top 50 ship managers who achieved the highest number of PSC inspections with zero detentions over the past 36 months.
Spanning 37 to 180 ports and 115 to 465 PSCIs, the recognized companies are based in 14 countries—with Greece (14), Singapore (8), and China (8) leading the list.
This index highlights organizational resilience, as defined by consistent inspection success across a wide geographical footprint.
