The USCG signed a Memorandum of Cooperation (MoC) with the European Commission on February 28, 2020, for oversight of mutually recognized organizations for survey and certification of commercial vessels.
The MoC provides a framework including sharing and coordinating information, activities and practices for oversight of recognized organizations (ROs) that conduct inspection and certification of commercial vessels on behalf of both the United States and European Union.
The information sharing enhances the oversight that the EU and the US use to measure and verify the performance of these ROs, helping to increase transparency and safety. It also relieves the regulatory burden on ROs by potentially reducing the need for duplicate oversight activities.
For the time being, the U.S. Coast Guard and the European Union both recognize and work with the following RO’s: American Bureau of Shipping, Lloyd’s Register, DNV-GL, Bureau Veritas, RINA Services, Class NK and the Indian Register of Shipping.
