SQE MARINE provides recommendation on ensuring compliance with the requirements for preparation of emergency equipment, along with the crews' ability to respond to emergency situations, in light of the approaching CIC, which will be conducted from 1st September to 30 November 2019, by the Paris, Tokyo, Black Sea and Indian MoUs.

The Maritime Authorities of the Tokyo and the Paris MoU on Port State Control issued the questionnaire that will be used during their joint Concentrated Inspection Campaign (CIC) on Emergency Systems and Procedures, to take place from 1st September to 30 November 2019.

A total of 934 ships registered under 63 flags were detained due to serious deficiencies onboard in the Tokyo MoU region in 2018, according to Tokyo MoU annual report on PSC. The number of detentions, the detention rate and number of under-performing ships continued to decrease in 2018. ISM remained prevalent cause of detention. 

The latest Concentrated Inspection Campaign (CIC) was jointly conducted from 1st September to 30th November 2018 by the Paris, Tokyo, India and Black Sea MoU, focusing on compliance with the MARPOL Annex VI. Namely, during these three months, the PSC Authorities checked eleven items as mentioned in the CIC questionnaire.

Tokyo MoU conducted the concentrated inspection campaign (CIC) on MARPOL Annex VI from 1 September 2018 to 30 November 2018. Member Authorities inspected 6,604 vessels, of which 4 (0.06%) were detained, due to the campaign. Overall, 176 (2.14%) ships were detained during the campaign. The highest number of CIC inspections regarding ship type were performed on bulk carriers 2,402 (36.37%).

Tokyo MoU with almost 40,000 inspection per year forms the biggest regime of PSC worldwide. Large countries such as China, Australia and Japan are members of Tokyo MoU and contribute to safety inspections.

The Maritime Authorities of the Paris MoU and the Tokyo MoU on Port State Control will start issuing a letter of warning from 1st January 2019 on the sulphur content of marine fuels during inspections in order to increase awareness of and to encourage timely compliance with the new requirements.

SQE MARINE recommends best practices to check compliance with the applicable requirements of the MARPOL Annex VI for the forthcoming CIC which will be held for a period of three months by Paris, Tokyo, Black Sea and Indian MoUs.

Paris MoU on Port State Control issued an official announcement to remind the launch, along with Tokyo MoU, of a joint three-month Concentrated Inspection Campaign (CIC) on MARPOL Annex VI, starting from 1 September 2018 and ending 30 November 2018.

Throughout 2017, there were 31,315 inspections in the Tokyo MoU region, involving 17,369 individual ships registered under 99 flags, according to Tokyo MoU 2017 annual report. Out of these, there were 18,113 inspections where ships were found with deficiencies. The detention percentage has decreased continuously.
