PSC MoUs have a common system to assist PSC Officers (PSCO) identify deficiencies during ship inspections, using a 5 digit code with a specific description attached to it, so that PSCOs report class and codify PSC findings. All PSC Regimes, including the US Cost Guard, use the same unique deficiency codes and the list includes 578 of them.

During 2021, an increased number of inspections and detentions was noticed in comparison with 2020. A total of 1,394 detentions marked worldwide on all ship types. The global Detention rate (for all ship types) has been marked to 2.23%, while the last 3 years (2018-2019-2020) average was 2.43%

The Republic of the Marshall Islands stressed the importance of properly inspecting and maintaining all immersion suits, following recent cases of defective immersion suits found onboard RMI-flagged vessels. 

Abuja MoU issued its annual PSC report, recording a total of 2,337 inspections, 937 deficiencies and nine detentions in 2020. SOLAS-related deficiencies still ranked the highest with 55.7% of all deficiencies recorded.

Caribbean MoU published its annual PSC report, recording a total of 293 ship inspections, 492 deficiencies and 7 ship detentions in 2020. Fire safety measures was the highest deficiency recorded, followed by Life Saving Appliances. 

The Paris MoU issued its annual PSC report recording a 27% decrease in the number of inspections in 2020: from almost 18,000 in recent years to 13,148. The detention percentage of 2.81% has decreased only slightly (2.96% in 2019) but the number of detentions has decreased significantly from 531 in 2019 to 369 in 2020. 

Black Sea MoU issued its annual PSC report recording a total of 241 ship detentions in 2020 compared with 212 detentions in 2019, which represents an increase of 13.68%. The detention percentage in 2020 was 4.21% which is also higher than in 2019 (3.51%).

AMSA issued its 2020 Annual PSC report, recording a total of 3,021 PSC inspections and 178 ship detentions. The figures showed a slight increase in the detention rate of ships from 5.1% in 2019 to 5.9%, while the peak in 2011 was 9.2%. 

During May 2021, there were four new detentions of foreign-flagged vessels in a UK port, while a total of four foreign-flagged ships remained under detention in UK ports after failing PSC inspection, the UK MCA announced. 

In 2020, US Coast Guard Marine Inspectors conducted 18,414 inspections on US-flagged vessels and identified 27,087 deficiencies, resulting in 63 Flag State detentions, according to the USCG 2020 Flag State Control Domestic Annual Report.
