  A Mitsubishi Corporation (MC) joint venture has entered into contract with a consortium led by Brazil’s national oil company, Petróleo Brasileiro S.A.(Petrobras) –led Consortium for the charter, operation and maintenance of two Floating, Production, Storage and Offloading (FPSO) systems in Brazil. The MC joint venture has established with Nippon Yusen Kabushiki Kaisha (NYK Line), SBM Offshore N.V. (SBM), a global leader in the business, and Brazilian private oil and gas service provider Queiroz Galvão Óleo e Gás S.A (“QGOG”). The two FPSOs will be constructed by converting large crude tankers, and will be used in development at the Lula Alto and Lula Central oil fields, operated by Petrobras, off the coast of Brazil. The FPSOs are scheduled to start production operation from around the beginning of year 2016.   Large oil tankers are seeing less activities to carry long-haul fuel oil from Asia, as the region’s refinery capacity is expected to continue expanding, coupled with stringent regulations to curb the use of high-sulphur bunker fuel on ships, according to a view by Poten & Partners. "Increased Asian refinery capacity has also resulted in higher production of fuel oil (as well as all other oil products) in Asian countries,"Poten & Partners said in a recent report. "This increase in domestic supply naturally resulted in decreased imports of fuel oil, with Southeast Asian fixtures declining over 14m metric tonnes from 2012-2014." "With fuel oil demand and imports decreasing in Asia, arguably the product’s biggest market, and around the world, it is difficult to envision how fuel oil will remain highly in demand and traded in the future," Poten & Partners commented.   The FPSO Cidade de Itaguaí platform vessel has recently been anchored in the Iracema North area of the Lula field, in the Santos Basin, off the coast of the State of Rio de Janeiro. The unit has the capacity to produce 150 thousand barrels of oil per day and compression of 8 million cubic meters of natural gas per day. Production is expected to begin in the third quarter this year. Anchored 240 km off the coast of Rio de Janeiro, at a depth of approximately 2 240 metres, the FPSO Cidade de Itaguaí will be connected to eight production wells and nine injection wells. The natural gas will be exported onshore through a sub-sea pipeline. Additionally, the unit has storage capacity of 1.6 million barrels of oil and injection capacity of 264 thousand barrels of water per day. The Cidade de Itaguaí vessel had 12 modules built in Brazil, 10 at Empresa Brasileira de Engenharia’s site in Itaguaí and two at Schahin’s site in São Sebastião.   The need for mooring integrity monitoring has of late come back under the spotlight, not least because the use of floating production systems in the offshore Oil and Gas industry has been predicted to grow at a significant rate between now and 2017 with a peak in the number of new builds expected to occur in 2016/2017. Recently, an updated industry guideline on mooring integrity has been issued by Oil & Gas UK with the support of operators, contractors and vendors. The guideline reinforces how mooring integrity management through effective monitoring and data management can provide information to help detect mooring line failure and assist with validation of mooring design strength and fatigue analyses. Station keeping through the life of a field is of critical importance for floating production facilities in all parts of the world. The mooring system performs this function, and although it has not always been the case, current design practice is to engineer mooring systems that can withstand extreme environments with single or even multiple line failure scenarios.
