IMO Council Outcome

112th Session, 16-19 June 2014 The IMO Council held its 112th Session (C112) from Monday 16 through Thursday 19 June 2014 under the Chairmanship of Mr J Lantz (USA) and his Vice Chair, Dr D Ntuli (SOUTH AFRICA). It will be recalled that the IMO Assembly (of all its 170 Member States) met at the end of last year and elected 40 of its constituent Member States to effectively act as its executive body until it assembles again in the customary 4 year cycle. The meeting was thus a first for the newly elected Council and much of what was discussed centred around the governance and good practices of the IMO under its Secretary-General, Mr Koji Sekimizu. Such minute detail will be of lesser interest to InterManager members but this short report seeks to highlight those areas which impinge more directly on our business, in particular, recommendations made by the various Committees to the Council.Strategy, Planning and ReformThe Risk Management Framework proposed by Germany, will only be applied to the Secretariat's Business Plan until such time as the Council agrees to revisit the issue. Stricter air pollution regulations on the horizon

UK P&I Club Legal Briefing The UK P&I Club has issued new Legal Briefing regarding the air pollution regulations.Air pollution from ships has been in the spotlight over recent years due to its increasing impact on the natural environment. The outcome has been a series of new regulations to limit exhaust and other atmospheric emissions from ships globally, regionally and nationally.MARPOL Annex VI sets global limits on ship exhaust emissions together with provisions for stricter emission control areas. For example in the North American Emissions Control Area, where the sulphur content of maritime fuel was limited to 1% in 2012, two UK Club members vessels have already been fined for not switching to low-sulphur fuel.By 18th June 2014 all European Union member states are expected to implement directive 2012/33/EU, which brings European national air pollution laws in line with MARPOL Annex VI. Feasibility of IMO Annex VI Tier III implementation using SCR

ICCT Working Paper The International Council on Clean Transportation (ICCT) has recenlty issued a Working Paper based on a survey of technical literature and industry reports which assess equipment costs, environmental side effects, urea and catalyst availability and disposal, and the overall system costs of SCR in the marine sectorICCT paper investigates the current status of selective catalytic reduction (SCR), a technology that is key to meeting Tier III requirements. Challenges and costs of the technology, including applicability to various engine and vessel types, potential environmental side effects, urea and catalyst availability and disposal, and anticipated system costs, are discussed. Based on this evaluation of technological capabilities and history of successful application of SCR technology to maritime vessels, no substantial equipment, supply chain, or cost barriers exist that would necessitate the delay of IMO's Tier III requirements.In 2008 the Marine Environmental Protection Committee (MEPC) of the International Maritime Organization (IMO) agreed upon progressively stricter limitations for nitrogen oxide (NOx) emissions from vessels based on their date of engine installation, with the strictest Tier III requirements to take effect in designated Emission Control Areas (ECA) beginning in 2016. NOx reduction kits for MAN B&W S70MC & S50MC type engines

IMO issues new circulars The IMO has issued new Circulars and MEPC.1/Circ. 765 gives information on new retrofitting kits for MAN B&W S70MC and S50MC type engines.In accordance with the provisions of regulation 13 of MARPOL Annex VI, engines of more than 5 MW and a displacement per cylinder of 90 litres or above, installed onboard ships built between 1 January 1990 and 31 December 1999, should be fitted with methods for NOx emissions reduction (kits) when such kits are available and approved by an Administration.Ships with engines for which the kits are approved are required to be fitted with them at the first renewal survey of the IAPP Certificate which is scheduled 12 months from the date on which the Administration gives notice of the certification of the approved kit.According to MEPC.1/Circ. 764 and 765, the Danish Administration reported on the certification of the approved method for MAN B&W S70MC and SM50MC type engines on 11 August 2011.
