By 30 June 2020, ships that used EU ports in 2019 must carry onboard a document certifying that they have fulfilled their obligations under the EU regulation for monitoring, reporting and verification of CO2 emissions for the 2019 reporting period. The comparable deadline under the global IMO data collection system was 31 May 2020.

The ambassadors of EU member states agreed on their position on a proposal which updates existing EU rules on shipping emissions monitoring, and partially aligns them with the global data collection system for ship fuel oil consumption of the IMO.

The European Commission's decision on publicising data relating to the carbon emission performance of individual vessels resulted to mixed reactions as shipowners’ concern stems from the perceived simplicity of the data; that the data fails to acknowledge additional factors affecting efficiency such as cargo and weather.

The British Government published a draft legislation called 'Merchant Shipping (Monitoring, Reporting and Verification of Carbon Dioxide Emissions) (Amendment) (EU Exit) Regulations 2018' aiming at maintaining the EU MRV for vessels calling at UK ports following Brexit.

Bureau Veritas announced the release of 'Phase 2' of My Fuel Consumption. This in an online tool to enable compliance with fuel consumption regulations, namely IMO DCS and the EU’s monitoring, reporting and verification requirements. My Fuel Consumption is a cloud based web application available on desktop, mobile and tablet.

The European Commission adopted a proposal on February 4, to revise the EU system for monitoring, reporting and verification of CO2 emissions from maritime transport. This aims to take appropriate account of the global data collection system for fuel oil consumption of ships established by IMO. The goal of the proposal is to facilitate the harmonious implementation of the EU MRV and the IMO DCS.

The Republic of the Marshall Islands issued guidance for compliance with both the global IMO data collection system for fuel oil consumption of ships and the EU system for Monitoring, Reporting, and Verification (MRV). The document underlines that these two data collection schemes are not harmonized.
