Concentrated Inspection Campaign on Foreign Merchant Vessels at Brazilian Ports

Information received from Brazil P&I Club The Skuld P&I Club, in co-operation with the Brazil P&I Club, refers to Concentrated Inspection Campaign on Foreign Merchant Vessels at Brazilian Ports as follows:We refer to our Circulars dated 13, 18 and 31 March 2010 on the subject to inform you that as per attached Circular from the Navy's Department of Ports and Coasts, the Brazil, as a member country of the Viña del Mar Agreement, and using its naval inspectors stationed in the various Brazilian ports, will carry out a new Concentrated Inspection Campaign (CIC) between the 1 September and 30November 2011 on foreign merchant vessels calling the region during the aforementioned period, but this time with emphasis on the vessel's structural safety and load line aspects, in order to verify the compliance with relevant regulations such as the International Convention on Load Line, 1966.Aiming to avoid unnecessary fines or delays to vessels entered with the Club, please warn Members of the above.Source: The Skuld P&I Club

The campaign commences on 1 September and will last for 3 months The Gard P&I Club issues Circular alert regarding Port State Control - Tokyo & Paris MOU's: Concentrated Inspection Campaign on Structural Safety and Load Lines as follows:IntroductionIn their press release of 21 July 2011, Paris and Tokyo MoUs announced that they will be running a joint Concentrated Inspection Campaign (CIC) focusing on compliance with structural safety and the Load Line Convention.According to the Paris and Tokyo MoUs, deficiencies related to structural safety and load lines account for 15% of the total number of deficiencies found in their regions over the last 8 years.The campaign commences on 1 September and will last for 3 months, ending 30 November 2011.Campaign Focus AreasDuring the campaign, Port State Control Officers (PSCOs) will check the applicable documentation as well as the physical conditions of vessels.In the middle of August, a questionnaire was released further detailing the items to be covered by the PSCOs during this CIC. Reminder of CIC of the Paris MOU and Tokyo MOU and of periodical testing/maintenace of fire dampers

Information provided by German Administration The German Administration has sent the following quoted information by email, which concerns CIC on Structural Safety and Load Line (Paris and Tokyo MoU) from 01.09.2011 till 30.11.2011 :Please pay attention to the upcoming Concentrated Inspection Campaign (CIC) of the Paris MoU as well as Tokyo MoU, starting on 1 September 2011 and ending on 30 November 2011. The States party of the Viña del Mar Agreement, the Indian Ocean MOU, the Mediterranean MOU and the Black Sea MOU will follow the same routine during the campaign. The CIC will verify applicable documents and aspects as loading instruments, the protection of hatch openings, the vessel's hull, bulkheads and deck and other features of the Load Line Convention. Information by the UK P&I Club Over the last 8 years deficiencies related to structural safety and load lines account for 15% of the total number of deficiencies found in the Paris MOU region. With this in mind the Paris & Tokyo MOU have conjoined to take part in a joint concentrated inspection campaign (CIC)Structural safety for ship types other than bulk carriers and compliance with the Load Line Convention in general have never been addressed with the special attention typical for a CIC.The Paris MOU and Tokyo MOU will be joined by the members of the Viña del Mar Agreement, the Indian Ocean MOU, the Mediterranean MOU and the Black Sea MOU who will follow the same routine during the campaign. This means this concentrated inspection campaign will be in force in some form or another almost world wide. Results of Concentrated Inspection Campaign on Tanker Damage Stability

Paris MOU released preliminary results The Paris MoU on Port State Control has released preliminary results of the Concentrated Inspection Campaign on Tanker Damage Stability which it carried out between 01 September 2010 and 30 November 2010.A total of 1,065 tankers (419 oil, 538 chemical and 108 gas tankers) were subjected to the campaign.Of the vessels inspected, a total of 94 (8.8%) inspections resulted in deficiencies directly related to the CIC and a total of 4 tankers were detained as a direct result of the CIC for not complying with damage stability requirements. (2 oil tankers and 2 chemical tankers).The General Secretary of Paris MoU said of the results:"It may seem that only four detentions is a very small number, considering the number of ships that could not show that they were loaded in compliance with their Stability Information Booklet. It was agreed, however, that during the CIC, detention was a last resort. Only for cases where the ship was loaded for the forthcoming voyage and could not show damage stability compliance prior to departure, a detention order was issued.
