A Tutoring Project on Port State Control (PSC) took place in Turkmenbashi, Turkmenistan, on 2-6 July, within the technical assistance which EMSA provides to European Neighbourhood Policy countries, under the Black and Caspian Sea Regions Project.
The event was a five-day training course divided into theoretical and practical parts under the skillful tutorship of an EMSA speaker and two EU Member States’ PSC officers, one from the Latvian Maritime Administration and the other from the Italian Coast Guard.
They shared valuable knowledge on PSC in accordance with the international conventions, IMO procedures and EU legislation followed by giving the participants practical experience through training inspections on ships in the Port of Turkmenbashi.
Four different inspections have been simulated onboard, followed by de-briefing activities, sharing lessons learned and best practices.
Through its European Neighbourhood Policy (ENP), the EU works with its southern and eastern neighbours to foster stabilisation, security and prosperity, in line with the Global Strategy for the EU’s Foreign and Security Policy.
As the European maritime safety agency, EMSA has implemented the Black and Caspian Sea Regions Project for technical assistance bringing together national, European and international stakeholders with the aim to raise the safety, security and protection of marine environment standards.
Beneficiary countries include Azerbaijan, Georgia, Iran, Kazakhstan, Moldova, Ukraine, Turkey and Turkmenistan.
