Adequate port reception facilities for garbage from ships should be provided
The changes to MARPOL Annex Vare likely to have the greatest effectonce the cargo is discharged.
If thecargo is HME, the Master of the shipwill be prevented from dischargingcargo residues, wash water and holdbilges at sea and, therefore, theremay be an accumulation of thismaterial that will need to be retainedonboard until the ship reaches a portwith suitable reception facilities.
Under Regulation 8 of Annex V,governments must ensure thatadequate port reception facilities forgarbage from ships are provided.
However, currently it isacknowledged by the IMO thatreception facilities are not availablein all of the world’s ports.
It is also necessary to ensure that incircumstances where the cargo isnot HME, the cleaning agents arealso not HME
