In his new year message for 2025, Arsenio Dominguez, Secretary-General of the International Maritime Organization (IMO), outlines the key priorities for the year ahead, building on the organization’s ongoing initiatives.
According to Dominguez, the year 2025 begins with a continued focus on three key priorities: seafarers, global security, and decarbonization. Enhancing the safety and security of key personnel on board ships remains a critical goal, along with increasing support for them—not only in the area of decarbonization but also in reducing the criminalization of seafarers.
This is a big year for IMO, and I remain positive that member states and stakeholders will find common ground and adopt the technical and economic measures that will allow the sector to meet the objectives set in the 2023 GSG strategy, aiming to decarbonize the sector by around 2050.

In addition, progress on diversity, particularly gender representation, has been made within the maritime sector. However, much remains to be done, and a firm commitment persists to ensure that participation in panels and discussions includes female representation.
This year, we’re also focusing on the sustainability of the oceans, and for IMO, the theme is: Our Ocean, Our Obligation, Our Opportunity. Join me in shaping a successful and memorable year for IMO.
