In its Port State Control Annual Report for 2017, USCG reported a total of 9 Recognized Organization (RO) related detentions. This amount of detentions almost corresponds to the amount of detentions during 2016, which were 8, as well as to the detentions of 2015 which were 10.
According to USCG’s PSC Annual Report for 2017, the RO with the most detentions was the Compania Nacional de Registro y Inspecciones de Naves (CNRIN), from Honduras.
Namely, during 2017, 77 CNRIN vessels were examined, of which 5 were detained. The amount of CNRIN’s detentions from 2015 to 2017 are 10 in total, and represent a 12.98% detention ratio. This ratio makes CNRIN a Priority 1 for USCG.
Other RO’s that had ships detained in 2017 are the following:
- American Bureau of Shipping (ABS) – 1;
- Lloyd’s Register (LR) – 1;
- Bulgarian Register of Shipping BKR – 1;
- Panama Maritime Documentation Service (PMDS) – 1.
From 2015 to 2017, 2 RO’s have the highest number of detentions: The first one, CNRIN, with a total of 10 detentions, had 3 detentions in 2015, 2 in 2016 and 5 in 2017.
The second one, the Panama Maritime Documentation Service (PMDS), had 4 detentions in total these years, 0 in 2015, 3 in 2016 and 1 in 2017, representing a 4.54% detention rate. This makes PMDS a Priority 1 for USCG as well.
