The United Nations posted aReport on Somalia from the UN Monitoring Group on Somalia and Eritrea.
The report states that while the decline in reported incidents gives the impression that the piracybusiness is exhausted, in fact the organized criminal networks and individuals thatproved successful in one context are diversifying their financial interests byundertaking different ventures. Networks are adapting toother opportunities, if not actually some of the original precursors to piracy.
In thisregard, piracy on the high seas may be currently contained, but the networks orindividuals that have controlled piracy can easily shift away from or back to piracyin pursuit of prospective returns on investments that can result from the relaxationof private security measures and the withdrawal of international naval forces.
Consequently, the Monitoring Group has followed the increasing use ofunregulated and untrained Somali security guards to provide armed protectionaboard vessels involved in regional trade and/or fishing activities, in potentialviolation of the arms embargo.
