The UK Maritime and Coastguard Agency (UK MCA) has announced that five foreign flagged were detained during April 2024, after failing Paris MoU Port State Control (PSC) inspection.
Inspections of foreign flagged ships in UK ports are undertaken by surveyors from the Maritime and Coastguard Agency. When a ship is found to be not in compliance with applicable convention requirements, deficiencies may be raised. As UK MCA explains, depending on the inspection findings, the vessel may be liable to be detained.
According to the Paris MoU, the “White, Grey and Black (WGB) list” presents the full spectrum, from quality flags to flags with a poor performance that are considered high or very high risk. It is based on the total number of inspections and detentions over a 3-year rolling period for flags with at least 30 inspections in the period. During April 2024, the following five vessels were detained in a UK port:
#1 GRANDE SCANDINAVIA
The Italy (white list) flagged vessel was found with four deficiencies with two grounds for detention on 03 April 2023 at Southampton. This vessel was released on 05 April 2023.
#2 MARATONA
The Panama (white list) flagged vessel was found with twenty-four deficiencies with seven grounds for detention on 04 April 2023 at London. This vessel was released on 13 April 2023.
#3 ORALYNN
The Denmark (white list) flagged vessel was found with fourteen deficiencies with four grounds for detention on 12 April 2023 at Immingham. This vessel was released on 14 April 2023.
#4 ZAPADNYY
The Belize (grey list) flagged vessel was found with twenty-one deficiencies with five grounds for detention on 17 April 2023 at Felixstowe. This vessel was released on 21 April 2023.
#5 INDUSTRIAL RUBY
The Liberia (white list) flagged vessel was found with twenty-three deficiencies with one ground for detention on 26 April 2023 at Newcastle upon Tyne. This vessel was still detained on 30 April 2023.
