The general cargo ship BINH NGUYEN 86 activated his EPIRB at around 03 am local time on February 23, 40 nm off Ha Tinh Province coast, Gulf of Tonkin, Vietnam. MRCC Vietnam immediately ordered vessels near the ship to go the area where the incident happened.
