Standard Club released a statement advising its members to be alert when shipping cargoes to Senegal. The Club highlights that there's a possibility that carriers won't be able to rely on their bill of lading terms against the named consignee.

The IMO are still in the process of developing a fuel oil non-availability report (FONAR) system in order to assist ships in their Regulation 18 declarations to state parties concerning the steps to be taken when a vessel is found not to be compliant. A final template for this is expected to be submitted to and approved by the IMO in May 2019.

Standard Club launched a new framework concerning the regulations on vessel incidental discharge act (VIDA). VIDA phases out provisions of the Vessel General Permit (VGP) and existing USCG regulations over a time frame of about 4 years. Despite the fact that the wide implications of the new law are still being assessed, the club presented the most important provisions of VIDA.

Most of Algeria's ports have been closed to traffic as a result of heavy weather, according to data provided by the Standard P&I Club. The closed ports as of 1st February include Arzew, Oran, Mostaganem, Skikda and Tenes.

The 2017 Annual Report of the International Maritime Bureau reported a decrease in piracy incidents globally with 180 reported incidents in 2017, down from 191 in 2016 and 246 in 2015. On the other hand, ReCAAP ISC reported that, in Asia, there was a 19% increase in the number of piracy incidents in 2017 in comparison to 2016.

The Standard Club informs about split bills of lading and ship’s delivery orders. This situation occurs when the charterer asks the owner to discharge the cargo to more than one receiver, even though only one bill of lading has been issued.

Steel is a high-value cargo, which can be easily damaged by rough handling, water and moisture. Damage can occur for different reasons in transit or before loading. The Standard Club issued a guide focusing on correctly loading, stowing and securing steel cargoes to prevent any damage claims.

During his presentation at the last SAFETY4SEA Conference in Athens, Capt. Yves Vandenborn, Director of Loss Prevention, The Standard Club, noted that seafarer resilience can be improved through enhanced training regimes focused on realism, putting emphasis on additional experience.
