In light of the recent developments and representations made by various Libyan authorities, the Standard P&I Club issued a warning for ship operators reminding that the situation in Libya remains extremely unstable. All ports remain open with the exception of Sirte and Derna.

As the Standard Club informed, it has been notified by its Dubai correspondent, regarding the UAE FTA Circular No 5 of 2019 dated 9 June 2019. The main signs of damage related to soya bean cargo claims include discolouration of the beans, malodour and mould growth. While some cargo damage may be seen, many times the crew will not be able to fully determine the quality or condition of the soya beans.

The Standard Club issued an alert focusing on the USCG that reconsidered its interpretation of 'next scheduled drydocking' with regard to extensions given under its ballast water management requirements in 33 CFR 151 Subparts C and D and is providing additional guidance on what constitutes entry into drydock and the end of an extension period.

Standard Club published some FAQs about scrubbers, in order to help operators prepare their charterparties for IMO 2020. The FAQs also aim to identify chartering issues arising from IMO 2020, including potential contractual responsibilities and liabilities regarding compliance.

Standard Club informed that tankers have been issued with new deck-cooling orders by the Panama Canal Authority. The orders take effect from this month and regard all crude, product and chemical tankers carrying cargoes with flashpoints of less than 18 degrees. The move was made to ensure the safety of canal operations, as well as to reduce disruptions in transit scheduling.

Standard Club released a statement according to which direct trade between Qatar and seven states, also known as 'restricted states', Bahrain, Saudi Arabia, the United Arab Emirates, Egypt, Yemen, Libya and the Maldives remains restricted or prohibited.
