The spill reportedly occurred Monday morning after an abandoned building collapsed during extreme weather conditions. An oil fuel bladder located inside the building fell in the water releasing a max potential of 3,000 gallons of bunker C fuel oil, according to USCG. Weather at the time was sustained winds of 40 mph with gusts up to 75 mph.

Canada's Department of National Defence announced that one of its ships, 'HMCS Calgary', reported a spill of approximately 30,000 litres of fuel of F76 type in the Straits of Georgia, in the morning of Saturday, 24 February. The spill occurred while crews aboard the vessel were transferring fuel internally.

In UK Club's latest 'Lessons Learned' article, Capt. David Nichol describes a case of a hydraulic oil spill during cargo unloading operations in a heavy weather, highlighting the importance of crews' quick and effective response to avoid major pollution incidents.

The USCG and the American Waterways Operators released the National Quality Steering Committee’s annual safety report, containing freight carrying towing industry data and measures for 1994-2016. The report looks at crew fatalities per 100,000 workers, gallons of oil spilled, and the number of towing vessel marine casualties.

The Japan Coast Guard informed that oil has been spotted in islands in southern Japan, that most likely came from the sunken Iranian tanker Sanchi. Meanwhile, China urged for better marine pollution preparedness with Japan and South Korea.

The Chinese Ministry of Transports informed that the country is still attempting to clean up 1,900 tonnes of bunker fuel from the Iranian oil tanker, Sanchi, that sank after it collided with a freight ship. In the efforts for the oil clean up, five Chinese vessels, one Japanese ship and one South Korean are taking part, in an area that covers 226 sq nautical miles, while in the same time, efforts continue regarding what caused the accident.

USCG informed that a crane barge and other large equipment have arrived in Astoria, in order to begin the pier deconstruction, regarding an oil spill that was first reported on January 18, near a pier west of the Cannery Pier Hotel & Spa. The pier deconstruction works will removal the boiler oil tank, which is located underneath the collapsing dilapidated pier next to the hotel.

The first large spill occurred in June, when the 'Rama 2' sank in the Indian Ocean with over 5000 tonnes of oil onboard. The second incident concerned the sinking of Agia Zhoni II off the coast of Greece in September, spilling about 700 tonnes of oil. The number of large spills decreased significantly over the last few decades and since 2010 averages 1.8 per year.

Under the International Convention on Civil Liability for Bunker Oil Pollution Damage, the registered owner of a vessel is required to maintain compulsory insurance cover, and there is also the requirement for ‘direct action’ – which allows a claim for compensation for pollution damage to be brought directly against an insurer.

Scott Simms, Member of Parliament for Coast of Bays - Central - Notre Dame, announced that in the coming months the Canadian Coast Guard will be seeking proposals from qualified marine salvage companies for bulk oil removal from the wreck of the Manolis L.
