This circular should be brought to the attention to all Singapore ship-owners, ship-managers and shipmasters of Singapore ships and the shipping community.This circular seeks to inform the maritime industry that unilateral sanctions have been imposed by foreign jurisdictions that may have consequences for companies operating in the shipping, port and marine sectors of Singapore.An indicative list of unilateral sanctions or embargoes may be found at the Singapore Customs' website: (http://www.customs.gov.sg/stgc/leftNav/san/Unilateral+Sanctioned+Lists+or+Embargoes.htm). It is to be noted that the list provided in the website above may not be exhaustive. Unilateral sanctions are complex and may be modified periodically by the respective foreign jurisdictions.It is also to be noted that the level of exposure by a company to such unilateral sanctions, if any, is affected by that company's individual circumstances. Read moreDetailsMaritime and Port Authority of Singapore takes tough action against Winbuild Petrofin The Maritime and Port Authority of Singapore (MPA) says it has cancelled the bunkering licences of Winbuild Petrofin Pte Ltd's with effect from 15 June . An MPA statement says that its action follows the company contravening the terms and conditions of the licences.According to the MPA's website the company ranked 29th out 79 licensed bunker suppliers in terms of volume last year. In 2011 Singapore saw record bunker sales volume of 43.2 million tonnes but the actual volumes per supplier are not listed.The MPA says: "The company was found to have breached Clause 3 of the terms and conditions of the Bunkering Licence (Bunker Supplier) by allowing another company to use Winbuild's Bunker Delivery Notes (BDN) to supply bunkers to the customers of that company. Read moreDetailsNew advisory could stop barge operators refusing to accept nominated surveyors A new advisory from the Maritime and Port Authority of Singapore (MPA) appears to signal a move to end the practice of some barge operators of refusing to accept specific bunker quantity surveyors.While most of the parties involved have been keen to address the issue in a low key manner there has for several years been a problem with some suppliers declining to accept surveyors from certain companies, notably DNVPS, or demanding a premium for doing so. It is understood that the issue is not so much with the suppliers but the barge operators.The matter was put in the public domain at IBIA's Convention in Barcelona last year by Terje Cooke of Norwegian shipowner Grieg Star Shipping. He presented evidence that suppliers were quoting higher prices if DNVPS surveyors were nominated. Consequently, the bunker supplying industry in Singapore is therefore also highly regulated by the Maritime and Port Authority of Singapore (MPA) - all Singapore bunker suppliers, bunker tankers and bunker surveyors involved in the bunkering business are required to be licensed by MPA.The Singapore Shipping Association (SSA) therefore takes a very serious view of recent allegations of malpractices by the bunkering industry in Singapore. As a major port of call, Singapore supplies more than 43 million tonnes of bunkers. This is based on more than 37,000 vessel calls at Singapore for bunkers annually. When they deliver bunkers to receiving vessels in Singapore, they are also required to comply with the Code of Practice for Bunkering - SS 600:2008 which is a set of bunkering procedures developed by the SSA and gazetted by the Singapore government.
