Kühne Logistics University and Hapag-Lloyd announced the launch of the Hapag-Lloyd Center for Shipping and Global Logistics. The centre, focusing on maritime logistics, aims to promote the discourse between international research and the shipping industry.

The West of England P&I Club informed that the Taiwanese Ministry of Transportation and Communications (MOTC) advised that from 1st January 2019, vessels entering international commercial port areas in Taiwan, should use fuel oil with a sulphur content of not over 0.5%. The ports that will enforce earlier the sulphur cap regulation which are Keelung, Taichung, Kaohsiung, Hualien, Taipei, Suao, and Anping.

Blockchain Labs for Open Collaboration MIT Solve’s Coastal Communities Challenge, for its work in developing shipping Emissions Monitoring Reporting solutions. The Solve’s Challenge Leadership Group judges opted the Solver teams as the ideal set of solutions showing potentials into tackling large-scale global challenges. 

As from April 2019, ships and ports will need to be able to exchange arrival and departure data electronically, under IMO’s Facilitation Convention. To facilitate compliance with this measure, training took place in Mauritania, from 20 to 22 of November. IMO’s Facilitation Convention requires electronic data exchange to be implemented by all FAL Convention ships and ports.

In a bid to comply with the IMO 2020 sulphur cap, German container shipping major Hapag-Lloyd announced it has ordered ten hybrid-ready scrubbers to be gradually installed to ten of its 13,000 TEU Hamburg class vessels during 2019 and 2020. In March 2019, the retrofits will start and the first EGCS will be installed to the vessel ‘Hamburg Express’ at Qingdao Beihai shipyard in China.

The IMO Council announced it has agreed to renew the appointment of Kitack Lim as Secretary-General of the IMO for a second four-year term, beginning from 1 January 2020. The decision is subject to the approval of the IMO Assembly in December 2019. Throughout his first four-year tenure as IMO secretary-general, the IMO produced a strategic plan for the six-year period of 2018 to 2023, with a focus on smart and eco-friendly shipping.

Through its Women in Maritime programme, IMO is hosting a two-week training course for female officials from maritime and port authorities of developing countries in Le Havre, France. A total of 27 female officials from 18 developing countries are participating, to enhance their knowledge in port management and operational efficiency.

As the 2020 sulphur cap is nearing, oil markets are preparing to adapt to the new situation. Currently, the majority of refiners are planning to increase their production of middle distillates for about a decade, responding to projections of rising diesel demand.

Eagle Bulk Shipping will purchase 15 more scrubbers for its fleet. This comes after the company’s series of agreements for the purchase of up to 37 scrubbers, comprised of 19 scrubbers and up to 18 additional units. The completion of the 37 installations is expected by January 1, 2020.

During the STM Validation Project Final Conference at the IMO, in London, the IMO Secretary General Kitack Lim supported the STM. Specifically, Mr. Lim stated that STM goes hand in hand with IMO goals. Kitack Lim encouraged the project to submit its results to IMO at the next possible committee meeting.
