Caribbean MoU launches CIC on Safety of Navigation and Hours of Rest

Launch of CIC beginning 1 September 2015 on PSC The 17 Maritime Authorities of the Caribbean Memorandum of Understanding (CMOU) on Port State Control will launch its second Concentrated Inspection Campaign (CIC) with the purpose of ensuring compliance with Chapter V: Safety of Navigation, of the Annex to the International Convention for the Safety of Life at Sea (SOLAS) as well as the requirements regarding hours of rest as per STCW 78 as amended. This inspection campaign will be held for three months, commencing from September 1st, 2015 and ending on November 30th, 2015.The CIC is designed to ensure that:There is compliance with the carriage requirement for all sizes and where required there is a valid statutory certification together with relevant record of equipment;The equipment has type approval as appropriate and is functioning effectively;The master and watch-keeping officers are familiar with the bridge equipment; andThe deck and engine room watch-keepers' hours of rest are recorded as under STCW 78 as amended by the Manila Conference.In practice, the CIC will mean that during a regular port State control inspection conducted under the targeting matrix criteria within the CMOU region will target aspects of compliance provisions of SOLAS Chapter V and STCW ...

New CIC on enclosed spaces to be launched this year

Paris MOU announced new CICs for both 2015 & 2016 Paris MOU held its 48th Committee meeting in the Netherlands last week in which confirming the subject of its new Concentrated Inspection Campaigns (CICs) for 2015 and 2016. Paris MoU jointly with Tokyo MOU will initiate a Concentrated Inspection Campaign this year (September- November) on crew familiarization for enclosed space entry while next year CIC will focus on the Maritime Labour Convention to verify compliance.The meeting was officially opened by the Minister of Infrastructure and the Environment, Melanie Schultz van Haegen. The meeting was attended by members of the Paris MoU, the European Commission, EMSA, Montenegro, observers from the International Labour Organization, US Coast Guard, Viña del Mar Agreement, Tokyo MoU, Caribbean MoU, Mediterranean MoU, Indian Ocean MoU, Abuja MoU and Black Sea MoU.High importance was given to the Concentrated Inspection Campaigns (CICs). Tokyo MoU CIC results on STCW Hours of Rest unveil unsatisfactory compliance

CIC on STWC Hours of Rest carried out between Sept- November 2014 in the Tokyo MoU region Tokyo MoU issued preliminary results from the Concentrated Inspection Campaign (CIC) on STCW Hours of Rest, carried out between 1 September 2014 and 30 November 2014 which showed unsatisfactory compliance.During the 3 month period,16 ships (7.77% of detentions during CIC) were detained as a direct result of the CIC for deficiencies related to hours of rest. Main areas of concern are hours of rest not being recorded properly and watch-keeping personnel without sufficient rest.In recent years there has been a growing concern regarding hours of rest for watch-keeping personnel. Supported by PSC inspection results and a number of incidents, the Tokyo MoU and Paris MoU, as well as other MoUs, decided to organize a joint campaign to verify a list of 10 selected items against the STCW requirements.The CIC questionnaire was completed during 6,392 inspections. BS MOU issues CIC Report on STWC Hours of Rest

CIC carried out September November 2014 The Black Sea MoU has issued its final report on the results of the Concentrated Inspection Campaign (CIC) on STCW Hours of Rest, which was carried out by 6 Member Authorities between September 1st and November 30th 2014. The objective of this report is to analyse the results of this CIC on STCW Hours of Rest. Results of the inspections without questionnaire are not included in the statistical analysis.During the campaign a total of 1,146 inspections were carried out with the CIC questionnaire involving 1,146 individual ships. Of this quantity 21 ships were detained with 6 (28.57%) detentions were being within the CIC scopeA total of 168 deficiencies have been recorded as a direct result of this campaign.The overall number of CIC-topic related deficiencies per inspection was 0.15. The most notable non-conformities observed were lack of correctly recorded records related hours of rest (7.33%), followed by lack of watch schedule posted in an accessible area (1.75%) and endorsement of the daily hours of rest records for each watch keeper (1.48%). 421 (36.74%) inspections concerned general cargo/multi-purpose ships, followed by bulk carriers with 399 (34.82%) inspections, oil tankers with 112 (9.77%) inspections and chemical tankers ...

From 1 September to 30 November 2014 The Maritime Authorities of the Paris and the Tokyo Memoranda of Understanding (MoU) on Port State Control will launch a joint Concentrated Inspection Campaign (CIC) with the purpose to establish that watchkeeping personnel are meeting the requirements regarding hours of rest as per STCW78 as amended (including the Manila amendments).This inspection campaign will be held for three months,commencing from 1September 2014 and ending on 30 November 2014.The deck and engine room watchkeepers' hours of rest will be verified in moredetail for compliance with the mentioned scope of the CIC during a regular PortState Control inspection conducted under the regional ship selection criteria withinthe Paris and Tokyo MoU regions.Port State Control Officers (PSCOs) will use a list of 10 selected items to establishthat watchkeeping personnel are meeting the requirements regarding hours of rest,focusing attention on the Minimum Safe Manning Document (MSMD) and recordsof rest.
