Read moreParis MoU announced that the results of the Concentrated Inspection Campaign (CIC) on Crew Familiarization for Enclosed Space Entry which carried out between 1st September 2015 and 30th November 2015 indicate industry awareness. The CIC did not lead to an increase in the rate of detentions however the actual compliance, shown in drills, could be better (7.9% of drills were found to be unsatisfactory).

On 1 January 2015 amendments to SOLAS regulation III/19 Emergency training and drills entered into force, requiring that each enclosed space entry and rescue drill, which is to be conducted at two-monthly intervals, shall include checking and use of instruments for measuring the atmosphere in enclosed spaces.

Read moreFrom 1 January 2015, crew is required to take part in enclosed space entry and rescue drillsInternational Maritime Organization (IMO) adopted amendments to SOLAS Regulation III/19 which added a new requirement for mandatory enclosed space entry and rescue drills. From 1 January 2015 all persons involved in enclosed space entries, and / or assigned enclosed space rescue duties, is required to take part in enclosed space entry and rescue drills at intervals not exceeding two months. Enclosed space entry and rescue drills should be planned and conducted in a safe manner, taking into account, as appropriate, the guidance provided in the recommendations developed by the Organization. Regulatory authorities and other industry bodies have produced a large amount of information and advice over the years, yet the death toll remains at an alarming level. Amongst numerous other reported examples, an incident occurred last year on board the cargo ship SUNTIS, when three crew members lost their lives after entering a cargo hold loaded with sawn timber, a cargo known to cause oxygen depletion."Part of the reason for the high number of casualties may lie in confusion as to what spaces are or may become dangerous, and how they are identified. It may help if the industry introduced a uniform approach to explicitly labelling all enclosed spaces that have been identified in the Safety Management System.
