For ships detained one time or more during the past three years
ClassNK has issued Technical Information to inform that vessels detained one time or more during the past three year and whose next port of call is within a Paris MoU member country, are required to undergo an occasional survey in order to impove the performance of the St. Vincent and the Grenadines Registry within the Paris MOU.
The occasional survey will be performedby the Recognized Organization that issued the statutory certificates; if the vessel is holdingstatutory certificates issued by a different Recognized Organization, the occasional surveyshould be carried out by the Recognized Organization that issued the SOLAS 74 as amended(except ISM & ISPS) and ILLC 66 Certificates.
The inspection should cover all conditions related to security, pollution prevention, maritimesafety and compliance with all national and international regulations applicable to the vessel,equivalent to Mandatory Annual Surveys. Any deficiencies found at the time of the occasionalsurvey should be rectified as soon as possible. The Recognized Organization that carries outthe inspection guarantees that the vessel is in compliance with the national or internationalstandards applicable in its entirety.
This occasional inspection will have a validity of six (6) months and can be scheduled tocoincide with the annual, intermediate, or renewal survey, but it may not be postponed forthese same reasons. This means that, if the vessel is still trading in ports within the Paris MoU,and the occasional survey has been carried out for more than six (6) months, a new occasionalsurvey should be carried out.
Operators and owners will be under the obligation to request occasional surveys ahead of timeto the Recognized Organization. It is the obligation of the Recognized Organization, whichcertifies the vessel, to notify the operators and owners the need to conduct such survey underthe conditions established by this Guideline.
A mandatory Occasional Inspection of a vessel with a high record of non compliance with theinternational regulations may be imposed by this Administration outside the six (6) monthperiod.
If an increased number of ISM related deficiencies is found during the occasional survey, thisAdministration will request an additional ISM Audit in the scope of an initial ISM prior to thevessel’s departure to a port located within a country member of the Paris MoU.
After completion of the audit the Recognized Organization will issue a Statement and willforward it to this Administration, prior to the vessel’s departure to a port located within acountry member of the Paris MoU.Vessels subject to a survey which do not carry out the mandatory occasional inspection orwhich are detained twice by a Maritime Authority member of the Paris MOU within a six (6)months period will be deleted from this Registry.
Upon completion of the survey, the Recognized Organization will issue a Statement and willforward it to this Administration, prior to the vessel’s departure to a port located within a ParisMoU member country.
