The Maritime and Port Authority of Singapore (MPA) has reported several non-compliance of crew change requirements incidents, especially on crew vaccination status, since 1 April 2022.
According to GAC, several agencies had failed to ensure the crew vaccination status comply with the ICA-Safe Travel office’s type approved vaccine. Those vaccinated crew with MOH non-approved vaccines arrived at the Changi airport without meeting ICA & MPA requirements.

As disclosed, in view of the non-compliance, several agencies had been temporarily suspended and not allowed to apply for non-vaccinated crew change during the suspension period until appropriate corrective/preventive measures put in place.
Similarly, with the COVID-19 pandemic constantly evolving, Jebel Ali, Fujairah and Dubai published their PCR test requirements. More specifically:
#1 Khor Fakkan & Jebel Ali: As verbally advised by Immigration, for on signers only, PCR test is no longer necessary, as long as the crew members have valid Vaccination Certificate with QR Code accepted by health organisations. Non-vaccinated crew members must do a PCR test before signing-on and -off their vessel.
#2 Fujairah: Both on- and off-signing crew require a negative PCR test result.
#3 Dubai anchorage: Both on- and off-signing crew require a negative PCR test result.
