Korean Register has published a circular on the UAE Ship Recycling Regulation for Safe and Environmentally Sound Ship Recycling (UAE SRR).
As informed, within the framework of the responsibilities of the UAE Federal Maritime Administration in regulating ship operations, its hereby stipulate the UAE Ship Recycling Regulation (UAE SRR), which aims to:
- Regulate all ship recycling operations to prevent, reduce, minimize and to the extent practicable, eliminate incidents, injuries and other adverse effects on human health and the environment.
- Encourage the growth of compliant ship recycling capacity.
- Prohibit beaching and landing for ship recycling activities. This specifically refers to ban on ship recycling activities carried out on the intertidal zone or beaches with the ship fully or partially grounded without any impermeable flooring with a drainage arrangement.
- Oblige ships to which this regulation applies to carry out recycling operations in approved recycling facilities, with dry docks or equivalent infrastructure with impermeable floors, operate from built structures. Yards designed, constructed and operated in a safe and environmentally sound manner.
- Ensure that hazardous waste resulting from the recycling of these ships is subject to strict controls, to enhance safety and protect human health and the marine environment during the recycling of the ship. 6. Encourage the replacement of hazardous materials used in shipbuilding or during maintenance with non-hazardous materials.
Requirements for ship recycling facilities
As informed, a ship recycling facility that recycles ships to which this regulation applies shall comply with the following:
- To be licensed or approved by the Maritime Administration.
- Commit to no beaching or landing activity during the entire recycling process, and the activity of recycling ships and recycling their components must be carried out entirely in a dry dock or equivalent impermeable floors.
- Comply with applicable laws, IMO and ILO guidelines and the Stockholm Convention on Persistent Organic Pollutants, and must:
- shall be designed, built, and operated to carry out the entire recycling and disposal of ships in a safe and environmentally friendly manner.
- The facility shall have a strict management system in place to ensure that procedures and techniques are in place to prevent and minimize health hazards to workers and persons in the vicinity of the facility and adverse effects on the environment caused by the facility to the greatest extent practicable.
- It has an approved Ship Recycling Facility Plan.
- Ensure the safe and environmentally sound management and storage of hazardous wastes and
materials, including:- Containing all hazardous substances on board the ship during the entire ship recycling process to prevent any release of such substances into
the environment. - Documenting all waste resulting from ship recycling activity and its quantities and that it is only transported to authorized waste recycling
facilities in accordance with international standards towards ensuring public health and environmental protection.

- Maintains an emergency preparedness and response plan that ensures rapid access to emergency response equipment, such as firefighting equipment, vehicles, ambulances, and cranes, to the ship, and all parts of the facility.
- Establish regulations and provisions guaranteeing the safety and training of workers, including ensuring that personal protective equipment is
used for operations requiring such use. - Establishes records of, incidents and occupational health issues and reports such occurrences that will cause or are likely to cause risks to workers’ safety and human health and the environment.
