INTERCARGO has reaffirmed its commitment to sustainable shipping practices by advocating for a streamlined approach to the International Maritime Organization’s (IMO) mid-term greenhouse gas (GHG) reduction strategy.
In particular, in a statement published on 23 September, 2024, INTERCARGO emphasized the urgent need for actionable measures to support the decarbonization efforts of the shipping industry. Key proposals put forth by the association include:

Support for an Integrated Framework: INTERCARGO has expressed its endorsement for the updated joint proposal by the Bahamas, Liberia, and the International Chamber of Shipping (ICS), advocating for an “IMO net-zero framework.”

Simplified Pricing Mechanism: The association is backing a flat-rate contribution per tonne of GHG emitted, which would include incentives for the use of zero and near-zero GHG fuels.

Predictability for Stakeholders: INTERCARGO is calling for fixed annual GHG fees over minimum five-year periods to provide stability for operators.

Well-to-Wake Approach: The association supports a comprehensive emissions accounting system that addresses upstream emissions, recognizing challenges outside the control of the shipping sector.

Cautious Approach to Decarbonization Fund: INTERCARGO highlights the necessity for a thorough review of legal issues related to the proposed decarbonization fund, ensuring alignment with United Nations climate fund principles.

Fair Cost Distribution: The principle that charterers or commercial operators—who bear the fuel costs—should also be responsible for GHG fees and compliance costs has gained INTERCARGO’s endorsement.

Reduced Administrative Burden: The association advocates for streamlined processes, particularly for dry bulk tramp shipping, which faces challenges in accessing sustainable energy sources in ports worldwide.

This statement comes as the Marine Environment Protection Committee (MEPC) will meet for its 82nd session from 30 September to 4 October, 2024. MEPC 82 will discuss a range of environmental matters, including proposed mid-term measures for the reduction of greenhouse gas (GHG) emissions from ships.
