IACS was tasked by the IMO to develop relevant guidelines and, following recent IACS submissions, IMO’s Marine Environment Protection Committee at its latest session (MEPC 65, May 2013) adopted the Interim Guidelines for Determining Minimum Propulsion Power to Maintain the Manoeuvrability of Ships in Adverse Conditions
The purpose of these interim guidelines is to assist Administrations and recognizedorganizations in verifying that ships, complying with EEDI requirements set out in regulationson Energy Efficiency for Ships, have sufficient installed propulsion power to maintain themanoeuvrability in adverse conditions, as specified in regulation 21.5 in chapter 4 ofMARPOL Annex VI.
These guidelines should be applied in the case of all new ships of types as listed intable 1 of appendix (click at IMO Resolution MEPC 65/22 below) required to comply with regulations on Energy Efficiency for Shipsaccording to regulation 21 of MARPOL Annex VI. These guidelines should not be applied to the ships withun-conventional propulsion system such as pod propulsion. These guidelines are intended for ships in unrestricted navigation; for other cases,the Administration should determine appropriate guidelines, taking the operational area andrelevant restrictions into account.
