Report will analyse the current seafarer supply and demand data for the world fleet
The Manpower Report 2015 was officially launched on 26 November at the 15th Asia-Pacific Manning and Training Conference in Manila.
The BIMCO/ICS Reports have been published at five-yearly intervals since 1990 and have established themselves as the leading global maritime manpower analysis featuring:
- detailed current seafarer supply and demand data for the world fleet and the leading seafarer supply nations
- forward projections for the likely supply/demand situation in 10 years time if current recruitment and wastage levels remain constant
- identification of manpower trends and the potential consequences
- provision of essential manpower data to provide strategic direction for the industry, governments and other persons and agencies responsible for ensuring that the shipping industry continues to function effectively and safely
The 2015 Report will adopt much of the methodology used in the previous five reports so that continuity is preserved. Questionnaires will be sent to over one hundred major employers seeking information about their seafarers, questionnaires will be sent to all maritime administrations asking for information about the seafarers certificates they issue and a wide range of industry crew experts will be asked for their opinions about today’s and tomorrows manpower issues.
But some data that is collected will change. Information on ship types will be updated, as will the manner in which seafarer nationalities are recorded. Both changes will allow for a more selective and refined analysis of the results.
However, in a significant change to the data collection process, it has been decided that the 2015 Report will also include the opinions of those who experience most directly the impact of the manning situation at the “sharp end”. The first such group to be targeted are seafarers and others will include MET staff, crewing agencies and other maritime professionals.
The 2015 Report comprises a Project Team and a Steering Committee. The Project Team consists of: Aron Frank Sorensen BIMCO, Stewart Inglis ICS, Natalie Shaw ICS, David Dearsley DM Consulting, Li Zhen Dalian Maritime University and Zhao Zhiwei Dalian Maritime University.
The Steering Committee consists of Douglas Lang Anglo-Eastern Group (Chairman), Glo Restall Precious Alliance, Phil Parry Spinnaker Consulting, Dennis Barber Marico Marine, Dennis Hansen Thome Ship Management, Tjitso Westra KVNR, Tim Clark JSA, Ian Cloke UKCoS, Runa Jorgens VDR and Ashok Mahapatra IMO. There are two Ex-officio members, Gerardo Borromeo PTC and Peter Hinchliffe ICS.
