Mr. Kubota joined the Tokyo MOU Secretariat in June 2016 and was appointed Secretary, Tokyo MOU Secretariat, in October 2016. Before joining the Tokyo MOU Secretariat, Mr. Kubota had worked for the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) (formerly the Ministry of Transport) for 38 years. Mr. Kubota joined the Ministry of Transport in 1978. During his carrier in the Ministry, he founded port State control scheme in Japan in 1985 and headed Port State Control Affairs Office during 2004 to 2006. He was also engaged in flag State control policies and implementation for many years. He was in charge of procurement and maintenance for pilot ships/boats of the Japan Coast Guard (2006 – 2009). With regard to IMO matters, he started his carrier on IMO matters in 1977 and during 1979 and 1980 he attended most of Sub‐Committees and MSCs and MEPCs in these years. The first IMO meeting he attended was the 46th session of Maritime Safety Committee. During 2009 to 2011 he handled the election of Secretary‐General of IMO as a campaign leader for the candidate from Japan, Mr. Koji SEKIMIZU, and made successful result. Mr. Kubota received his bachelor’s degree in engineering (naval architecture) from Yokohama National University in1978.
