The UK Maritime and Coastguard Agency (MCA) has published a list of foreign flagged ships that remained under detention in UK ports during August 2023 after failing Port State Control (PSC) inspection.
Inspections of foreign flagged ships in UK ports are undertaken by surveyors from the Maritime and Coastguard Agency. When a ship is found to be not in compliance with applicable convention requirements, deficiencies may be raised. Depending on the inspection findings, the vessel may be liable for detention in these cases.
Four out of the seven following vessels were detained in Paris MoU region, as not all UK Ports are on the Paris MoU. Here is the full list:
#1 MARTENITSA
The Saint Vincent and the Grenadines-flagged vessel was found with twenty-two deficiencies with five grounds for detention on 03 August 2023 at Fowey. This vessel was released on 10 August 2023
#2 SEABEE
The Malta-flagged vessel was found with fifteen deficiencies with one ground for detention on 05 August 2023 at Immingham. The vessel was then released on 08 August 2023.
#3 SIDER LONDON
The Portugal-flagged vessel was found with ten deficiencies with five grounds for detention on 08 August 2023 at Ellesmere Port. This vessel was released 12 August 2023.
#4 ULUSOY 11
The Turkey-flagged vessel was found with seventeen deficiencies with two grounds for detention on 12 August 2023 at Immingham. It was released 15 August 2023.
#5 SEA MAJESTIC
The Liberia-flagged vessel was found with twenty-three deficiencies with three grounds for detention on 16 August 2023 at Hull. It was released four days later.
#6 NEW EXCELLENCE
The Liberia-flagged vessel was detained on 22 August 2023 at Immingham, found with fifteen deficiencies with three grounds for detention. This vessel was released 26 August 2023
#7 APHRODITE M
The Marshall Islands-flagged vessel was found with eighteen deficiencies with three grounds for detention and detained on 24 August 2023 at Immingham. This vessel was released 27 August 2023
