The significance of simulation tools in Nautical Risk Assessment
During the First International Congress of Industrial Safety in Ports, celebrated in A Coruña, the Managing Director at Siport21, Jose R. Iribarren, explained the significance of simulation tools in the risk assessment of the arrival at port, berthing/unberthing operations of hazardous goods vessels, as part of the Safety Management System at Terminal.
Iribarren showed the general knowledge about the Nautical Risk Assessment and Risk Management of a Terminal, together with the need to establish them at ports. For this purpose, it is necessary to gather the information of differents processes/procedures (vessel traffic control, anchorage, pilotage, towing, mooring, etc.), human resources, vessel, location (depth, aids to navigation, type of terminal, other risks near the terminal, etc.) and hidro-meteorological agents (wind, waves, currents, tides, visibility, etc.)
These data permit to identify the risks to be analyzed in detail afterwards, using simulation tools, such as real-time ship simulation, moored ship dynamics model of mooring ship or maritime traffic simulation.
The results achieved are the design basis of the preventive measures and the response to identified higher risk scenarios. Iribarren emphasized the importance to include all agents involved in port operations: Harbour Master, Port Authority, Pilots, Terminal Operators, Shipping companies, Tug Masters and Engineering companies.
This Congress, sponsored by Siport21, intends to be a discussion forum about the industrial safety in port facilities and aims to become a reference in relation to progress and challenges of industrial safety engineering at both maritime and port areas.
