The Neptune Declaration Crew Change Indicator for the fourth quarter of 2022 shows that 2.7% of seafarers are still stuck onboard vessels beyond contract expiration, a 0.6 percentage point drop compared to the third quarter.

A Port of Long Beach COVID-19 vaccination program for mariners aboard cargo vessels calling in the San Pedro Bay will wind down by year’s end after delivering nearly 12,000 shots to sailors.

The New South Wales Ministry of Health, branded (NSW Health) have advised that free COVID-19 vaccinations will no longer be available to ship’s crew at Port Kembla from 31 December.

The first Quarterly Neptune Declaration Indicator reports continued improvements on vaccination rates and seafarers increasingly being able to perform crew changes outside of China and get crew off board after the expiration of their contract.

Unvaccinated persons no longer require a negative COVID-19 test result to enter the Bahamas. This requirement was eliminated from 20 September.

All non-fully vaccinated crew arriving in Singapore from 28 August 2022, 2359 hours will no longer be required to undergo a 7-day Stay Home Notice (SHN) prior to departing for Singapore.

Transport Canada confirms that COVID-19 vaccines approved in Canada continue to be available to foreign seafarers.  

The June Crew Change Indicator continues to point to an encouraging global stabilization of the crew change situation. While challenges persist, these are not reflected as an increase in seafarers remaining onboard beyond contract expiry.

GAC informed that a new protocol has been implemented for crew changes at Port Louis, Mauritius from 28 April.

The Maritime and Port Authority of Singapore (MPA) has reported several non-compliance of crew change requirements incidents, especially on crew vaccination status, since 1 April 2022.
