Study assesses the risk level of passenger ships related to damage stability

EMSA Damage Stability 3, undertaken by DNVGL The issue of stability, and especially damage stability of passenger ships, has been frequently re-visited. This has been so, not due to the number of associated accidents, but due to the consequences that these accidents can have.Currently, in the EU, new passenger ships must comply with SOLAS2009, while ro-ro passenger ships also need to comply with the Stockholm Agreement. Both UoS and HSVA studies commissioned by EMSA, and also other projects such as GOALDS and MCA RP592 among others, have focused their work on the damage stability standard set by SOLAS2009. It is generally accepted that the probabilistic approach is a useful tool to objectively estimate the damage stability properties of a specific vessel.Some of the previous studies (UoS, GOALDS) concluded that an increase in the Required Subdivision Index 'R' would be a suitable solution for the existing damage stability weakness concerning passenger ships and ro-ro passenger ships. Majority of global tanker fleet have yet to adopt ECDIS

The 58% of tanker fleet do not yet use ENC service The majority of ships in the global tanker fleet have yet to adopt ECDIS, according to data published for the first time by the United Kingdom Hydrographic Office (UKHO).The SOLAS regulations on the mandatory carriage of ECDIS will come into force from 1 July 2015 for all tankers over 3,000 gross tonnes, apart from permitted exemptions. Over 8,500 tankers will be required to comply with these rules and, with less than 10 months to go, the UKHO can reveal that 58% of these ships do not yet use an ENC service.The amendments to the SOLAS Convention requiring the mandatory carriage of ECDIS were adopted in 2009. To date, approximately 3,600 tankers, or 42% of the global tanker fleet use an ENC service. This leaves almost 5,000 tankers that do not use an ENC service and therefore may not have ECDIS installed.The UKHO data also reveals a significant divergence in the ENC use of the global tanker fleet between different tanker sizes and types. New SOLAS requirements for enclosed space entry

LR Statutory Alert Lloyd's Register has issued Statutory Alert regarding the wew SOLAS requirements for enclosed space entry and rescue drills, and draft requirements for portable atmosphere testing.Because of the serious threat posed to people working in enclosed spaces on board ships, the IMO has introduced new requirements to SOLAS Chapter III, regulation 19, which enter into force on 1 January, 2015. From this date, crew members will be required to participate in an enclosed space entry and rescue drill on board the ship at least once every two months.The IMO is also finalising mandatory requirements for portable atmosphere testing instruments to be carried on board ships. These are expected to be adopted in November 2014 for entry into force on 1 July, 2016, as SOLAS regulation XI-1/7. These portable testing instruments will not be used as part of personal protective safety equipment but as part of the ship's equipment. They will be used to test enclosed spaces from the outside to make sure they are safe to enter and will cover, as a minimum, the following gases: oxygen, flammable gasses or vapours, carbon monoxide and hydrogen sulphide.The IMO will be issuing an associated circular providing guidance on selecting portable ...
