M/V Dana-1 banned after mutiple detentions

33 deficiencies were found on board the ship On 6 September 2011 the M/V "Dana-1" with IMO number 7310973 has been banned for a minimum of 3 months after multiple detentions. The ship was detained in the port of Neustadt, Germany on 01-09-2011. 33 deficiencies were found on board the ship with flag Republic of Moldova. Statutory certificates issued by Shipping Register of Ukraine were only one month old. The ship was inspected with priority due to a grounding.Source: Paris MOU

The campaign commences on 1 September and will last for 3 months The Gard P&I Club issues Circular alert regarding Port State Control - Tokyo & Paris MOU's: Concentrated Inspection Campaign on Structural Safety and Load Lines as follows:IntroductionIn their press release of 21 July 2011, Paris and Tokyo MoUs announced that they will be running a joint Concentrated Inspection Campaign (CIC) focusing on compliance with structural safety and the Load Line Convention.According to the Paris and Tokyo MoUs, deficiencies related to structural safety and load lines account for 15% of the total number of deficiencies found in their regions over the last 8 years.The campaign commences on 1 September and will last for 3 months, ending 30 November 2011.Campaign Focus AreasDuring the campaign, Port State Control Officers (PSCOs) will check the applicable documentation as well as the physical conditions of vessels.In the middle of August, a questionnaire was released further detailing the items to be covered by the PSCOs during this CIC. Information provided by German Administration The German Administration has sent the following quoted information by email, which concerns CIC on Structural Safety and Load Line (Paris and Tokyo MoU) from 01.09.2011 till 30.11.2011 :Please pay attention to the upcoming Concentrated Inspection Campaign (CIC) of the Paris MoU as well as Tokyo MoU, starting on 1 September 2011 and ending on 30 November 2011. The States party of the Viña del Mar Agreement, the Indian Ocean MOU, the Mediterranean MOU and the Black Sea MOU will follow the same routine during the campaign. The CIC will verify applicable documents and aspects as loading instruments, the protection of hatch openings, the vessel's hull, bulkheads and deck and other features of the Load Line Convention. Information by the UK P&I Club Over the last 8 years deficiencies related to structural safety and load lines account for 15% of the total number of deficiencies found in the Paris MOU region. With this in mind the Paris & Tokyo MOU have conjoined to take part in a joint concentrated inspection campaign (CIC)Structural safety for ship types other than bulk carriers and compliance with the Load Line Convention in general have never been addressed with the special attention typical for a CIC.The Paris MOU and Tokyo MOU will be joined by the members of the Viña del Mar Agreement, the Indian Ocean MOU, the Mediterranean MOU and the Black Sea MOU who will follow the same routine during the campaign. This means this concentrated inspection campaign will be in force in some form or another almost world wide. Paris MoU releases Annual Report 2010

Further improvements towards quality shipping Paris MoU press release "Voyage completed, a new horizon ahead".Considered to be the worldwide index for flag performance, the Paris MoU "Black, Grey and White Lists" indicate further improvements towards quality shipping. Last year Panama was congratulated for its efforts to move up to the Grey List. This year Panama can be congratulated once more: the flag has managed to enter the White List. A very successful achievement and an example for other flags that through determined actions and political courage changes can be made.There are now 42 flags on the "White List",three more compared with last year. Some flags have moved position with Bermuda (UK) still leading the list, followed by Germany and Sweden. Since 2007 the detention percentage has been decreasing gradually. The trend has continued and in 2010 the percentage reached 3.3%, an all-time low over the past decade.The efforts by the Paris MoU members are paying off. The number of detentions has dropped significantly from 1,059 in 2009 to 790 in 2010.
