To ensure an efficient and environmentally- friendly fleet MPA's drive to maintain a young bunker tanker fleet and the push to ensure an efficient and environmentally- friendly fleet remain important strategies in anchoring Singapore's competitive position as the world's leading bunkering port.One of the measures taken was the adoption of a differentiated port dues charging system i.e. an additional 15% incremental port dues surcharge for bunker tankers above 16 years old was implemented with effect from 1 January 2010 to better manage bunker tankers in the Port of Singapore.As part of our continuous efforts towards fleet renewal, MPA will, with effect from 1 January 2012, introduce a flat 15% surcharge on non double-hulled bunker tankers up to 16 years old. In addition, to encourage the use of MARPOL-compliant double-hulled bunker tankers in the Port of Singapore, the 50% port dues rebate for bunker tankers up to 5 years old will only be applicable to MARPOL-compliant double-hulled bunker tankers.The Port Marine Circulars No. 06 of 2008 and No. 22 of 2008 will be cancelled with effect from 1 January 2012.For more information, click hereSource: MPA Singapore

From 1 January 2012, it is imposing an entry age limit of less than ten years The Singapore Maritime and Port Authority (MPA) issued a circular advising that, from 1 January 2012, it is imposing an entry age limit of less than ten years on licensing of port limit bunker tankers of 600 DWT and above.In addition, with effect from 1 January 2014, port limit bunker tankers of 30 years old and above will not be allowed to operate in the Port of Singapore. Green Port and Productivity Solutions (GPPS) R&D programme Jurong Port and the Maritime and Port Authority of Singapore (MPA) on Wednesday launched the Green Port and Productivity Solutions (GPPS) R&D programme.Co-funded by MPA's Maritime Innovation and Technology (MINT) Fund and Jurong Port, the GPPS will see both organisations commit S$6m ($4.7m) each over the next five years to embark on green technology and productivity projects in the port."We've already completed a study on our carbon footprint. Now we will develop and implement major green projects with MPA's funding support," said Matthew Chan ceo at Jurong Port.Singapore had in April this year launched a S$100m Maritime Singapore Green Initiative that received support from 12 organisations and companies.The green initiative comprising of three programmes - Green Ship Programme, Green Port Programme and Green Technology Programme - seeks to reduce the environmental impacts of shipping and related activities and to promote clean and green shipping in Singapore.Source: Seatrade Asia

Maerskto reduce sulphur oxides (SOx) and particulate matter A switch to low sulphur fuel by Maersk Line in the port of Singapore has reduced particulate matter generated from vessels by at least 65% the company says. From the beginning of July Maersk switched to burning fuel with a maximum of 1% sulphur in the port of Singapore, and so far about 80% of its vessels have made the switch.Maersk said the switch had reduced sulphur oxides (SOx) and particulate matter generated by its vessels by at least 65%."With this fuel switch, we are well on our way to achieve our target of implementing at least ten fuel switch programmes by 2015," said Thomas Riber Knudsen, ceo for Maersk Line Asia Pacific region.Source: Seatrade Asia

Organised by the Maritime and Port Authority of Singapore Jamaica was among several countries represented at the inaugural Maritime Public Leaders Programme (MPLP) held in Singapore recently.Organised by the Maritime and Port Authority of Singapore, 17 senior maritime personnel from countries across Asia, Africa and the Caribbean participated in the programme. The programme was held at the Nanyang Technological University's (NTU) Maritime Studies and Infrastructure Systems Divisions, School of Civil and Environmental Engineering.Representing Jamaica, Claudia Grant, deputy director general of the Maritime Authority of Jamaica, said the course proved very useful to senior maritime personnel, as it covered a broad range of issues which impact the maritime industry including commercial operations and their impact on the regulatory framework and new trends such as greening of shipping, pollution prevention and the International Maritime Organisation Voluntary Member State Audit Scheme.Singaporean approach"Most important were the areas on governance where participants were introduced to the Singaporean approach to leadership and governance, which were integral to their national development strategy," Grant said.She added, "In light of Jamaica's pending audit under the VIMSAS, discussions on this area were fruitful, relevant and timely and have served to provide additional perspectives on strategies for implementation and preparation for ...
