Applicable to new ships greater than 400 Gross Tonnes The Marine Environmental Protection Committee (MEPC) 62nd meeting took place from July 11th to 15th at the IMO headquarters in London. The meeting largely focussed on Reduction of Greenhouse Gases (GHG) from ships which led to the adoption of "Energy Efficiency Regulations" as part of a new Chapter 4 of MARPOL Annex VI.These include Energy Efficiency Design Index (EEDI) and Ship Energy Efficiency Management Plan (SEEMP).EEDI reflects the amount of CO2 generated per tonne-mile (cargo carrying capacity). It constitutes a uniform approach to calculation of a ship's energy efficiency during the design and build of new ships and will be used to control CO2 levels emitted for future new ships by encouraging improvements in ship design.SEEMP establishes a mechanism for operators to improve the energy efficiency of ships through the management of individual efficiency measures.Application Date of entry into force will be 1st January 2013. 2kg and 5kg aluminium CO2 fire extinguishers manufactured between 2006 and April 2011 Lloyd's Register issues Safety Alert regarding fualty safety equipment for aluminium CO2 fire extinguishers manufactured between 2006 and April 201.These faulty extinguishers have been identified in service. In a small number of cases the valve has failed and released unexpectedly. This has the potential to cause serious injury as the valves may be ejected at high speed. We have been further advised that, although these extinguishers were primarily used on land, a number have been supplied to the marine industry. The affected extinguishers are 2kg and 5kg CO2 aluminium cylinders and were manufactured between 2006 and April 2011. Unitor emergency escape breathing device sets Lloyd s Register issues Safety Alert regarding fake safety equipment regarding Unitor emergency escape breathing device sets (EEBD) sets.Wilhelmsen Ships Service (WSS), a manufacturer of EEBD-sets, has contacted Lloyds Register to advise that fake EEBD-sets have been found in service. On receipt of a batch of EEBD-sets for annual inspection, it was discovered that the bags and EEBD-sets were fake copies of the Unitor/MSA type Uniscape 15H. Maintains the key feature of no cure no pay The International Salvage Union (ISU) has welcomed the publication of the new edition of Lloyds Open Form (LOF).The new edition of the contract, LOF 2011, has been published by Lloyds Salvage Arbitration Branch. It follows amendments to LOF 2000 and to the Lloyds Standard Salvage and Arbitration (LSSA) clauses.LOF 2011 maintains the key feature of no cure no pay but there have been a number of changes, which aim to improve the contract in the light of developments.Two new clauses have been added. The first enables publication of LOF Awards on the Lloyds Agency website. It is intended to make the process more transparent and inclusive. The second requires the salvage contractor to notify Lloyds within 14 days of their engagement to render services under LOF 2011.Changes to the LSSA clauses include new provisions with regard to guarantees for the Arbitrator and Appeal Arbitrators fees and, again, publication of awards.The Lloyds Salvage group which includes representatives from the salvage industry, shipowners and the insurance community (property and P&I) - has worked for the past 18 months to develop the new contract.ISU president, Todd Busch, said: The ISU welcomes the publication of ...
