Nigerian Maritime Administration and Safety Agency (NIMASA) reported that the country is able to accept 40 conventions passed by the International Maritime Organisation and International Labour Organisation focusing on Maritime Safety, Labour and Marine Environment. As IMO has demanded, the shipping industry's sulphur emissions should not exceed the 0.50% m/m of sulphur, by 2020 unless the ships are equipped with scrubbers or get along with other options available. 

The Norwegian Maritime Authority issued five fines for breaching sulphur regulations during 2018 in comparison with two in 2017. Except the five violation fines, NMA sent three additional notices for breach sulphur regulations, which are being processed for the time being. 

Carriers will be able to limit the capacity inflation of the ultra large container vessels (ULCVs) that are to arrive the following years by delaying deliveries and slowing services, according to Drewry. According to the current orderbook, the overall number of orders is approximately 460.000 TEU for 2019, whereas Drewry predicts that in 2020 the calls will reach about the 620.000 TEU, reaching a record.

At its latest Marine Environment Protection Committee (MEPC 73), IMO approved, among others, the guidance on the development of a ship implementation plan for the consistent implementation of the 0.50% sulphur limit, also known as the 2020 sulphur cap, under MARPOL Annex V.
