With the amendments to the IBC code and MARPOL Annex II set into force from 2021, a new Certificate of Fitness (CoF) for a vessel must be issued and be onboard at the latest on 1 January 2021.

The amendments to the IBC code and MARPOL Annex II which are expected to come into force on 1 January 2021, will affect tankers carrying chemical cargoes and other vessels carrying Noxious Liquid Substances, as North P&I club noted.

BIMCO reminds the shipping industry to replace existing certificates concerning the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (IBC Code) and International Convention for the Prevention of Pollution From Ships, 1973 as modified by the Protocol of 1978 (MARPOL) Annex II - Carriage of noxious liquid substances in bulk, as the amendments will enter into force on January 1st 2021.

On 17 May 2019, MEPC 74 adopted resolution MEPC.318(74), aiming to amend the chapters 1, 15, 16, 17, 18, 19 and 21 of the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (IBC Code).

In April 2018, IMO MEPC 72 adopted amendments to the IBC Code and BCH Code due to enter into force on January 1st of 2020. Namely, the amendments concern the International Certificate of Fitness and the Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk.
