The latest amendments to the International Convention for the Prevention of Pollution from Ships MARPOL Annex V address the disposal of cargo residues and garbage handling in Polar waters. It also provides the new format for the garbage record book, which will used from 01 March 2018.

A Singaporean ship, owned by Hua Xin Shipping PTE Ltd, was fined 40,000 yuan or 6,000 US dollars, after illegally discharging household garbage into Baohujiao Beach in Wenchang City, in Hainan Province, southern China, last December.

ChartCo, a maritime digital data and compliance services supplier, announced the launch of Version 5.4 of EnviroManager. Enviromanager aims to facilitate vessels' operators comply with MARPOL regulations for discharges and emissions.

The Bahamas Maritime Authority reminds that the format of existing Garbage Record Books is subject to amendments, therefore, from 01 March 2018, the new Garbage Record Book Part I shall be provided. Also, the new Garbage Record Book Part II shall  be provided to record discharge of cargo residues for ships that carry solid bulk cargoes. Garbage Record Books are required to be in the format specified in the Appendix to MARPOL Annex V. 

Australian Maritime Safety Authority published a notice, in order to provide general information, to shipowners, masters and crews, on the Australian legislative requirements that implement MARPOL Annex V, the 2012 Guidelines for the Implementation of MARPOL Annex V and other relevant IMO guidance.

The London P&I Club has announced that ships calling at Chinese ports should be aware of PRC Regulations revisions. As of 13 December 2016 the Chinese Ministry of Transport has issued a formal notice that disposal is no longer mandatory, so that the requirement to present a PDC has been abolished.

The effective implementation of IMO garbage regulations on ships and in port reception facilities was highlighted at an IMO regional workshop on marine litter for the East Asian seas region. Especially, IMO’s Jun Sun provided an update on MARPOL Annex V requirements.

The West of England P&I Club informs about a recent development in Argentinean ports whereby vessels are being ordered to land garbage by the local authorities, at significant cost to the vessel.

The 1996 "London Protocol" covering the dumping of wastes at sea entered into force ten years ago (24th March 2006). The Protocol modernized the original “London Convention” dumping treaty, bringing in a so-called “precautionary approach” that heralded a new era of prohibition of all dumping at sea with the exception of wastes commonly agreed by Governments and then put on an approved list.
