Black Sea MoU issues CIC preliminary results

Black Sea MoU issued the preliminary results of the Concentrated Inspection Campaign (CIC) on Crew Familiarization for Enclosed Space Entry which carried out between 1st September 2015 and 30th November 2015. Information gathered about the existence of measures in place to test the atmosphere of an enclosed space to confirm it is safe to enter and remains safe whilst persons are within the space.

Atmospheric Testing – Know your equipment

The London P&I Club has published new safety poster to highlight how important is to know the equipment for atmospheric testing when entering Enclosed Spaces. On 1 January 2015 amendments to SOLAS regulation III/19 Emergency training and drills entered into force, requiring that each enclosed space entry and rescue drill, which is to be conducted at two-monthly intervals, shall include checking and use of instruments for measuring the atmosphere in enclosed spaces.

From 1 January 2015, crew is required to take part in enclosed space entry and rescue drillsInternational Maritime Organization (IMO) adopted amendments to SOLAS Regulation III/19 which added a new requirement for mandatory enclosed space entry and rescue drills. From 1 January 2015 all persons involved in enclosed space entries, and / or assigned enclosed space rescue duties, is required to take part in enclosed space entry and rescue drills at intervals not exceeding two months. Enclosed space entry and rescue drills should be planned and conducted in a safe manner, taking into account, as appropriate, the guidance provided in the recommendations developed by the Organization. Casualties in enclosed spaces continue to blight the shipping industry

Warns UK P&I Club Accidents relating to entry into enclosed spaces have resulted in a large number of deaths of both ship and shore personnel so far this year. David Nichol, UK P&I Club risk assessor, reviews enclosed space incidents and his suggestions for safer working practices."The dangers associated with enclosed spaces are well known in the shipping industry yet each year we continue to see a number of casualties which could be prevented. Regulatory authorities and other industry bodies have produced a large amount of information and advice over the years, yet the death toll remains at an alarming level. Amongst numerous other reported examples, an incident occurred last year on board the cargo ship SUNTIS, when three crew members lost their lives after entering a cargo hold loaded with sawn timber, a cargo known to cause oxygen depletion."Part of the reason for the high number of casualties may lie in confusion as to what spaces are or may become dangerous, and how they are identified.
