Ship efficiency standards too weak to drive improvements

Shipping’s only legally binding climate measure is not stimulating the uptake of new technologies or driving efficiency improvements, according to a new independent study. Survey and Certification for EEDI and SEEMP

 ClassNK has issued Technical Information to inform about the Survey and Certification for EEDI and SEEMP required  by the Amendments to ANNEX VI of MARPOL 73/78Issuance of IEE CertificateAfter completion of the Initial Survey, an IEE Certificate is issued for all ship of 400 gross tonnage and above engaged in international voyages. In the case where the Flag Administration has not ratified Annex VI of MARPOL 73/78, ClassNK will carry out the relevant surveys and issue a Document of Compliance on behalf of the Administration or a Statement of Compliance. The IEE certificate has no expiry date, since it will be valid throughout the life of the ship, except in cases where the certificate is rewritten or reissued.Ships which are not required to keep an SEEMP on board (e.g. drilling rigs) are not required to be issued with an IEE Certificate.Surveys for IEE CertificateFor an IEE Certificate, only an Initial Survey is carried out, in principle, and subsequent periodical surveys are not required. Energy efficiency study on EEOI

 The University College of London (UCL) Energy Institute was commissioned by the Royal Belgian Shipowners Association (RBSA) to provide further insights into CO2 emissions, specifically the Energy Efficiency Operational Indicator (EEOI) and recent policy events, such as the EU MRV policy, through examining individual ship’s as well as fleets’ data over a 5 to 6 years timespan.The work carried out provided the association with an evidence-based opinion on the merits of different operational energy efficiency indices and preparing members for foreseeable future changes in the industry. The work also discusses the challenges for policymakers in implementing MRV given the uncertainty in the data and measures to sanitize the data for analysis.The Energy Efficiency Operational Indicator (EEOI) was developed by the IMO in order to allow ships to monitor the carbon emissions of their shipping activities. The EEOI is the total carbon emissions in a given time period per unit of revenue tonne-miles. Variations in the index are mainly caused by three factors: the technical efficiency of the ship, the amount of cargo transported per unit of time, and variations in speed. This new design is based on extensive research and development work to establish the best-in-class design in terms of cargo capacity, flexibility and fuel economy.
